Summary
The purpose of the SDNP is to ensure the effective resettlement of refugees and other eligible noncitizens through culturally and linguistically appropriate services and promote refugee advancement past self-sufficiency and towards long-term integration in San Diego County. Under the leadership of a single grantee, the SDNP will provide RCA and RSS to eligible RCA-type individuals and families who are not potentially eligible for CalWORKs.
Title 45 Code of Federal Regulations (CFR) Section (§) 400.69, authorizes the California Department of Social Services to establish an alternative approach to the administration of the RCA program rather than one modeled after the TANF program. Additionally, Welfare and Institutions Code (WIC) sections 13302-13307 authorize the California Department of Social Services (CDSS) to award funding to qualified nonprofit organizations to provide services to immigrants residing in, or formerly residing in, the State of California.

The RFA process is open to all San Diego, California-based nonprofit organizations that meet the minimum eligibility criteria.
