This Annual Program Statement (APS) outlines strategic goals, expected outcomes, target audiences, eligibility criteria, and application guidelines for cooperative agreements ranging from $25,000 to $100,000, with a project duration of up to 24 months. Project proposals must address at least one of the following goals: · Promote flag football in Australia; · Combat antisemitism through Holocaust education; · Strengthen Pacific Islands partnership by highlighting shared cultural values among the peoples of the United States, Australia, and the Pacific Islands focusing on arts, cultural heritage preservation, education, and training. In addition to aligning with one of the strategic goals, applicants should clearly explain how they advance American leadership and excellence and how the projects deliver measurable results. All programs must include a clear connection to or inclusion of American expert(s), organization(s), or institution(s) or cultural elements in a specific field that will promote increased understanding of United States policy and perspectives. Community Resilience Centers Round 2 IMPLEMENTATION Grant (FY 26-27)

The Community Resilience Centers Program (CRC) funds planning, development, construction, and upgrades of local facilities to serve as Community Resilience Centers, providing shelter and resources during climate and other emergencies. The program will also fund ongoing year-round community services and programs that build overall community resilience.  CRC Implementation Grants will fund new construction and upgrades of CRC Facilities and Campus Amenities that support use of the CRC Facility. Additionally, Implementation Grants fund programs and services that build social cohesion and community resilience. In addition to advancing general program objectives Implementation Grant activities include pre-development, community engagement, construction, services and programs, and evaluation. Eligible implementation activities include:    - Pre-Development Phase: pre-construction activities such as facility condition assessments, planning, engineering, architectural, and other design work, and soft costs for construction plans.  - CRC Facility Construction and Retrofits: Activities related to direct construction, retrofits, and other upgrades to the CRC Facility itself.  - Campus Amenities: Activities related to construction or improvements to amenities located at the CRC Facility that strengthen the local community’s resilience to climate and other disasters. - Community Resilience Services and Programs: Services and programs that operate out of the CRC Facility that build community resilience and encourage year-round use of the CRC Facility. - Partner Sites: Site(s) managed by Applicants that offers programming and services that advance resilience within the community. Each CRC Implementation Grant application must include at least two Partners with at least one being a community-based organization (CBO), if the Lead Applicant is not already a CBO. The Lead Applicant and Partners will submit a signed Collaborative Governance Worksheet and letters of commitment at application. The Bureau of Reclamation"s Desalination and Water Purification Research (DWPR) Program aims to increase water supplies by reducing the costs, energy requirements, and other barriers to adoption of treating impaired water for beneficial uses. Transformative Climate Communities Round 6 PLANNING Grant (FY 25-26)

The Transformative Climate Communities Program furthers the purposes of AB 32 (Nunez, 2006) and AB 2722 (Burke, 2016) by funding projects that reduce greenhouse gas emissions (GHG) through the development and implementation of neighborhood-level transformative climate community plans that include multiple coordinated GHG emissions reduction projects that provide local economic, environmental, and health benefits to disadvantaged communities. The Transformative Climate Communities (TCC) Program, established by AB 2722 (Burke, 2016), invests in community-led climate resilience projects in the state’s most overburdened communities. The program objectives are to reduce greenhouse gas emissions, improve public health and the environment, and support economic opportunity and shared prosperity. The Planning Grants intend to support planning activities to prepare prepare low-income, disadvantaged, and Tribal communities for future implementation of programs aligned with TCC Program Objectives. Planning activities should address community priorities and directly benefit these communities.  TCC Implementation Grants and Project Development Grants support holistic neighborhood-level projects and pre-development activities, respectively, to advance community-led goals and projects. Please see separate Grants Portal entries for more information. Some examples of eligible activities include: -Building internal and partner capacity to support collaborative partnerships that align land use with environmental, economic, and social justice priorities -Evaluating, updating, and streamlining policies and codes administered by the Planning Department and other local departments (e.g., public works, health and safety, fire, parks, and open space) -Conducting fiscal analyses to assess long-term service costs of future development and inform fee structures Preparing climate action and climate adaptation plans -Conducting inclusive community engagement that incorporates input from local residents and supports and prepares for the future development of innovative and meaningful programs and practices -Preparing for future funding opportunities, including TCC Implementation Grants or similar programs, through activities such as community needs assessments, community health needs assessments, partnership development, engagement to inform project selection, and development or formalization of a shared governance structure (e.g., a Collaborative Governance Structure) -Activities that support development of a Collaborative Governance Structure are strongly encouraged for applicants anticipating a future TCC Implementation Grant -Defining Health Equity and establishing related goals for the Project Area using available resources from the California Department of Public Health and other place-based sources -Identifying and preparing project sites for future community-serving uses, including feasibility studies, site identification (e.g., community land trusts or climate resilience projects), and planning for project implementation At least one Co-Applicant is required. The program objectives are to reduce greenhouse gas emissions, improve public health and the environment, and support economic opportunity and shared prosperity. TCC’s unique, place-based strategy for reducing greenhouse gas emissions is designed to catalyze collective impact through a combination of community-driven climate projects in a single neighborhood. The Project Development Grants support disadvantaged communities by funding pre-development and basic infrastructure activities that advance the communities’ climate and community resilience goals and prepare them for future funding opportunities aligned with the TCC Program Objectives. Project Development Grants should respond to previous community planning efforts that identified priority projects and need additional project development and basic infrastructure support funding to get ready for future resilience funding. SGC developed this pilot grant type in Round 5 TCC in response to the expressed support gap between Planning and Implementation Grant funding and to meet communities where they are in their climate resilience efforts, and will continue it into Round 6.  Disadvantaged Unincorporated Communities (DUCs), Tribal Communities, Planning Grant Grantees, and Previous Implementation Grant Applicants will be prioritized for Project Development Grants, with DUCs given the most priority. TCC Implementation Grants and Planning Grants support holistic neighborhood proposals and planning activities, respectively, to advance community-led goals and projects. Please see separate Grants Portal entries for information on Planning Grants and Implementation Grants. A wide variety of activities and costs can be funded through the grant. Please see the Round 6 Guidelines for a list of example eligible activities. Multiple Co-Applicants are required. Powering Affordable Reliable Technology (PART) Energy Program

The Rural Utilities Service (RUS or the Agency), a Rural Development (RD) Agency of the United States Department of Agriculture (USDA), is soliciting Letters of Interest (LOI) for loan Applications, announcing the Application process for those loans, and providing deadlines for Applications from eligible entities under the Powering Affordable Reliable Technology (PART) Energy Program. These loan funds will be made to qualified PART Applicants to finance power generation Projects for Renewable Energy Resource (RER) systems or Energy Storage Systems (ESS) that support RER Projects. The PART Program is making approximately $410 million in appropriated budget authority (BA) funding available under the Inflation Reduction Act of 2022 (IRA). RUS will process and evaluate complete LOI on a rolling basis in the order they are received. The PART Program is to be carried out by the RUS pursuant to Section 22001 of the IRA. Section 22001 of the IRA amends Section 9003 of the Farm Security and Rural Investment Act of 2002 by adding new subsection (h). Section 22001 of the IRA provides RUS with appropriated funds “for the cost of loans under Section 317 of the RE Act.” Additionally, Section 22001 of the IRA provides that PART funds may be utilized to finance Projects that store electricity generated from eligible energy sources listed under Section 317 of the RE Act. These Project Loans or System Loans will be forgiven up to forty percent (40%), provided the Awardee and the Project otherwise meet the terms and conditions of the loan forgiveness. Approximately $410 million in budget authority is being made available under this Notice. The Administrator reserves the right to increase this funding level should additional funds become available or reduce funding in the event an insufficient number of high-quality projects are submitted for consideration. Cost Sharing or Matching: (a) Project Loans. Awards will finance up to 75% of the total capitalized costs of a Project. Awardees will be required to provide at least 25% of the Project’s total capitalized cost in the form of cash or equity investments, which may not be derived from debt instruments. However, the Agency may utilize its authority under Section 306F of the RE Act and finance up to 100% of the costs of the Projects benefiting SUTA areas. (b) System Loans. PART System Loans may cover up to 100% of the total costs of the Project.

These impacts include improving the quality of life, promoting economic and job growth, ensuring national security, and maintaining global competitiveness. Indeed, scientific and engineering breakthroughs have the potential to address critical societal challenges in industries such as aerospace, agriculture, communications, education, energy, healthcare, national security, and transportation – but the translation of discoveries and innovations from the laboratory to society often takes many forms including non-linear pathways. The NSF TTP program was developed with several goals in mind: To identify and support use-inspired research and translational activities enabling a continuum from foundational research to practice; To develop partnerships and collaborations between institutions of higher education and other entities (e.g., industry, state/local/national government agencies, philanthropies, open-source ecosystems, for-benefit, for-profit and non-profit organizations, international organizations, etc.); To promote and advance the education and training of students and postdoctoral researchers, encouraging the participation of all Americans in STEM including innovation and entrepreneurship; and To identify future customer needs and opportunities and bring these to the forefront in the conduct of use-inspired research and translational activities. The NSF TTP program offers three tracks that represent different starting points or stages in moving discoveries and innovations from the laboratory to practice: NSF TTP-Explore (NSF TTP-E) is a pilot track that is likely to be the first step for researchers seeking to translate their basic research to practice. To be eligible for the NSF TTP-E track, proposers must have an active, eligible, NSF research award (see Eligibility Information for further details). TTP-E is designed to encourage current, eligible NSF awardees to intentionally pursue applications of their research with the potential for societal impact. The NSF TTP-E track provides the opportunity to obtain an extension of the initial award period of a current NSF award for up to two years in order to offer investigators an opportunity to explore adventurous, high-risk, use-inspired research and initial translational activities as the starting point for translation that was not covered by the original research award. NSF TTP-Translate (NSF TTP-T) starts with use-inspired research and initial translational activities and further matures the idea(s), iterates and improves the solution(s), and lowers the barrier(s) to effective translation of research from lab to practice. NSF TTP-Partner (NSF TTP-P) supports translational efforts that demand one or more partnerships for technology development and deployment. Here, strategic partnerships with stakeholders beyond U.S. institutions of higher education are essential ingredients for success and may include industry partners, government entities at all levels, philanthropies, international organizations, or other groups associated with large scale productization and distribution.
