TITLE OF PROJECT: Groundwater and Surficial Water Salinity Changes in Everglades National Park using Aerial Electromagnetic Surveys
SYNOPSIS OF PROJECT: This project will support the U.S. Army Corps of Engineers (USACE) Jacksonville District by performing Aerial Electromagnetic (AEM) surveys to understand the current spatial extent and rate of saltwater intrusion in the ground and surface waters of the southern Florida Everglades. Results will be integrated with previous survey data conducted over the last 30 years to comprehend the impacts surrounding significant critical habitat loss. Future freshwater-saltwater interface trends will then be estimated to optimize management decisions tied to restoration efforts of the degraded wetland system.
PERIOD OF PERFORMANCE: The Base Period of the agreement will extend 12 months from date of award. Four 12-month Follow-on Periods are anticipated based on availability of funding.

Department of Resources Recycling and Recovery
The Farm & Ranch Solid Waste Clean Up & Abatement Grant program provides funding for cleaning up and preventing illegal dumping on agricultural properties (CCR, Section 17991(d)). Each fiscal year has four application cycles, with the fourth serving as the pilot cycle. Cycle 92 (FR92) is the second cycle. CalRecycle administers the program per Section 48100 of the Public Resources Code.
The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches. Sustainable Communities support/implement local/regional multimodal transportation and land use planning projects that further a region’s RTP SCS and contribute to GHG reduction. Strategic Partnerships support Federal Planning Factors and transportation/multimodal planning studies in partnership with Caltrans that address regional, interregional, and statewide needs of the State Highway System. The Sustainable Transportation Planning Grant Program was created to support the California Department of Transportation’s (Caltrans) Mission: Improving lives and communities through transportation. The California Legislature passed, and Governor Edmund G. Brown Jr. signed into law, Senate Bill 1 (SB 1, Beall, Chapter 5, Statutes of 2017) – The Road Repair and Accountability Act of 2017, a transportation funding bill that provides a reliable fund source to maintain and integrate the State’s multimodal transportation system. In addition to the $10 million in traditional State and federal grants, approximately $25 million in SB 1 funds for Sustainable Communities Grants is available for each grant cycle. The State-funded Sustainable Communities grants ($30 million) are intended to support and implement Regional Transportation Plan (RTP) Sustainable Communities Strategies/Alternative Planning Strategies (SCS/APS) (where applicable) and to ultimately achieve the State’s greenhouse gas (GHG) reduction target of 40 and 85 percent below 1990 levels by 2030 and 2045, respectively. Eligible planning projects must have a transportation nexus per Article XIX Sections 2 and 3 of the California Constitution. Therefore, successful planning projects are expected to directly benefit the multimodal transportation system. These grants will also improve public health, social equity, environmental justice, the environment, and provide other important community benefits. The intent of the National Urban and Community Forestry Challenge Cost Share grant program is to advance solutions to the economic, health, and environmental challenges faced by communities. This year’s program focuses on advancing community tree resource utilization, which can reduce waste and create value by turning wood generated from pruning, removals, storm events, and pest or disease outbreaks into useful products. The Extreme Heat and Community Resilience Program (Extreme Heat Program) is housed within the Governor’s Office of Land Use and Climate Innovation (LCI). The Program provides funding for projects to protect California communities most vulnerable to the impacts of extreme heat. Round 2 will fund infrastructure projects with funding from the 2024 Climate Bond (Proposition 4) and the Greenhouse Gas Reduction Fund.
Early Infrastructure Projects fund heat-related infrastructure planning and a demonstration project that tests proposed approaches. Awards range from $750,000 to $1.2 million. Advanced Infrastructure Projects fund the implementation of heat-related infrastructure projects that have been identified through prior planning efforts and determined to be feasible. The Earth System Science and Services Partnership (ESSSP) supports research, programs, projects and other activities related to NOAA's mission, primarily through collaborations among scientists and professionals in areas of mutual interest associated with understanding and predicting changes in the Earth's atmosphere, oceans, coasts, land, and ice and their interrelated effects on ecosystems, weather and hazards, and communities and infrastructure. The occurrence of insects as well as pesticide residuals can be significant barriers for U.S. horticultural exports. Each importing country can have unique phytosanitary and maximum residue limit (MRL) requirements, which creates operational and logistical challenges. To maximize return to growers, U.S. shippers need tools that can universally address all such requirements while maintaining product quality. Currently, tree nuts and many other durable specialty crops require fumigations or freezing, which are both expensive and create bottlenecks in marketing.
More and more tree nut handlers are using a modified atmosphere (MA) or controlled atmosphere (CA) technology in which low-oxygen conditions (<1% by volume) are maintained during storage and/or in packaging. Low-oxygen conditions are known to control insect pests, leave no chemical residuals, and result in high quality products since the lipid oxidation that causes rancidity is markedly suppressed. While this approach is being used as a condition of sale, there is currently no efficient way for shippers to validate the low-oxygen conditions for customers, let alone importers with phytosanitary requirements for insect control. Technically and economically viable, verifiable, and preferably traceable technologies are critically needed before low-oxygen storage and packaging approaches can be used for export to most countries.
Currently, the existing low-oxygen technologies do not incorporate digital mapping or official record-keeping during the packing or storage process, so there is no non-invasive manner to verify the oxygen content over time within the gas-impermeable liners and/or confirm seal integrity. This limits the ability to verify that a low-oxygen environment has been maintained at a specific oxygen level over a certain period of time, which would be necessary to ensure the conditions were met to act as a phytosanitary treatment. Counties such as India, Korea, and Japan require phytosanitary treatments, such as fumigation, for post-harvest pest management before many types of U.S. tree nuts can be imported into the countries. Additionally, buyers in other markets also request pest management treatments as a condition of sale in commercial transactions.

The purpose of this Notice of Funding Opportunity (NOFO) is to support eligible Tribes and intertribal consortia to implement approved Nonpoint Source (NPS) management programs developed pursuant to CWA Section 319(b)(1). The Clean Water Act (CWA) Section 319(h) authorizes the EPA to award grants to eligible Tribes and intertribal consortia to implement approved NPS management programs. This NOFO will fund implementation of best management practices (BMPs) and measures that have been outlined in Tribal NPS Management Program Plans to address NPS pollution sources that have been identified in a Tribe’s Assessment Report.

Applications may propose studies using either single or mixed methods. Direct involvement of key stakeholders where appropriate is encouraged. These applications should be for small research projects, such as those that involve single investigators. Of particular interest are projects that propose normative or conceptual analyses, including focused legal, economic, philosophical, anthropological, or historical analyses of new or emerging issues. This mechanism can also be used for the collection of preliminary data and the secondary analysis of existing data.

The principal objective of the Damage Assessment, Remediation and Restoration Program (DARRP) Restoration Implementation Grants is for NOAA to collaborate with non-federal partners to implement marine and coastal habitat restoration and conservation in order to accomplish common goals related to oil spills, hazardous substance releases, and other natural resource damages. Successful applicants will support and implement restoration activities authorized under the Oil Pollution Act, Comprehensive Environmental Response, Compensation, and Liability Act, Clean Water Act, National Marine Sanctuaries Act, and other federal agencies' authorities related to oil spills, hazardous substance releases, and natural resource damages, such as the RESTORE Act. Notice of Funding Opportunity (NOFO) will be for those capable of implementing restoration and conservation activities across a wide geographic scale. NOAA NOFO Page 2 of 26 Restoration activities may include actions that rebuild productive and sustainable fisheries; contribute to the recovery and conservation of threatened and endangered species; and improve economic vitality, including local employment. Recipients will be implementing activities identified in consent decrees or natural resource damage assessment and restoration plans, and may be developing or soliciting projects to meet restoration goals. This may include recipients reviewing restoration plans and: collaborating with the trustee to select activities to be contracted or sub-awarded by the recipient; collaborating with the trustee to select projects for which the recipient has direct implementation responsibility; competition management to sub- award projects; and implementing pre- and post-restoration project evaluation and monitoring. Projects may also include restoration planning and technique development activities that further the mutual interests of DARRP and of funding recipient partners, such as environmental compliance analyses or restoration planning for potential, future incidents.
