Rural Utilities Service
The Rural Utilities Service (RUS or the Agency), a Rural Development (RD) Agency of the United States Department of Agriculture (USDA), is soliciting Letters of Interest (LOI) for loan Applications, announcing the Application process for those loans, and providing deadlines for Applications from eligible entities under the Powering Affordable Reliable Technology (PART) Energy Program. These loan funds will be made to qualified PART Applicants to finance power generation Projects for Renewable Energy Resource (RER) systems or Energy Storage Systems (ESS) that support RER Projects. The PART Program is making approximately $410 million in appropriated budget authority (BA) funding available under the Inflation Reduction Act of 2022 (IRA). RUS will process and evaluate complete LOI on a rolling basis in the order they are received.
The PART Program is to be carried out by the RUS pursuant to Section 22001 of the IRA. Section 22001 of the IRA amends Section 9003 of the Farm Security and Rural Investment Act of 2002 by adding new subsection (h). Section 22001 of the IRA provides RUS with appropriated funds “for the cost of loans under Section 317 of the RE Act.” Additionally, Section 22001 of the IRA provides that PART funds may be utilized to finance Projects that store electricity generated from eligible energy sources listed under Section 317 of the RE Act. These Project Loans or System Loans will be forgiven up to forty percent (40%), provided the Awardee and the Project otherwise meet the terms and conditions of the loan forgiveness. Approximately $410 million in budget authority is being made available under this Notice. The Administrator reserves the right to increase this funding level should additional funds become available or reduce funding in the event an insufficient number of high-quality projects are submitted for consideration.
Cost Sharing or Matching:
(a) Project Loans. Awards will finance up to 75% of the total capitalized costs of a Project. Awardees will be required to provide at least 25% of the Project’s total capitalized cost in the form of cash or equity investments, which may not be derived from debt instruments. However, the Agency may utilize its authority under Section 306F of the RE Act and finance up to 100% of the costs of the Projects benefiting SUTA areas.
(b) System Loans. PART System Loans may cover up to 100% of the total costs of the Project.

Governor’s Office of Land Use and Climate Innovation
The Extreme Heat and Community Resilience Program (Extreme Heat Program) is housed within the Governor’s Office of Land Use and Climate Innovation (LCI). The Program provides funding for projects to protect California communities most vulnerable to the impacts of extreme heat. Round 2 will fund infrastructure projects with funding from the 2024 Climate Bond (Proposition 4) and the Greenhouse Gas Reduction Fund.
Early Infrastructure Projects fund heat-related infrastructure planning and a demonstration project that tests proposed approaches. Awards range from $750,000 to $1.2 million. Advanced Infrastructure Projects fund the implementation of heat-related infrastructure projects that have been identified through prior planning efforts and determined to be feasible. Awards range from $3 million to $4.5 million. Applications must include a Lead Applicant and at least one Co-Applicant. Eligible Lead Applicants and Co-Applicants include Local and Regional Public Entities, Community-Based Organizations (CBOs), Public Higher Academic Institutions, California Native American Tribes, and Coalitions. The Digital Divide Grant Program will award one grant of $100,000 for rural and urban public schools and two grants of up to $50,000 each for non-profit Community Based Organizations (CBO). The grants will fund digital projects that serve beneficiary public schools/districts and non-profit Community Organizations. Projects may address gaps in broadband networks, affordability, access to personal devices and digital skills training.
The Digital Divide Grant Program (DDGP) will provide three grants for a total of $200,000. The DDGP is funded by fees collected from leases of state-owned property to wireless telecommunications service providers, pursuant to Government Code Section 14666.8. Eligible projects will serve a beneficiary public school or district located in an urban or rural low-income small school district and two non-profit Community Organizations. Projects may address physical gaps in local broadband networks, affordability, access to personal devices and digital skills training. Projects must provide a holistic solution. Grant recipients must be a non-profit community-based organization (CBO) with a demonstrated record of work in addressing the digital divide. For public schools or districts, the CBO will partner with an eligible public school or district to deploy the project. The beneficiary of the project will be the partner school or district. The California Public Utilities Commission (CPUC) will evaluate and score applications and award grants for up to three projects using the competitive process described in CPUC Administrative Letter No.33. Eligible non-profit CBOs may submit applications for grant funding. Applicants must have demonstrated record of successful and satisfactory work deploying community technology projects and/or projects to bridge the digital divide. Applicants must have an agreement with a beneficiary school or district to execute a proposed project. In the first stage of review, panelists will evaluate the baseline requirements to determine if the CBO's application can progress to the second stage of review. The baseline requirements include: The application must be complete and submitted timely. The applicant is a tax-exempt organization under section 501(c)(3) of the Internal Revenue Code. The applicant must be in good standing with the California Franchise Tax Board. The applicant must submit at least three letters of recommendation. The applicant must have a written agreement with the beneficiary public school or district to execute a proposed project. The applicant must submit at least two letters of endorsement per the beneficiary public school or district supporting the project. One letter is required from the beneficiary public school or district office and one letter from the beneficiary's school Parent Teachers Association. The beneficiary public school or district must be located within the boundaries of an urban or rural small school district as identified by the California Department of Education. The beneficiary public school or district must have a Free or Reduced Price Meal (FRPM) of at least 50 percent. In the second evaluation stage, panelists will review the remaining applications to assign scores on each of the following categories: Scope of Work, Experience, Budget and Overall. In support of this mission, NSF is initiating a pilot emphasis area for its SBIR/STTR programs to invest in startups and small businesses that are specifically developing enabling technologies that include next-generation instrumentation, novel experimental platforms, and other scientific equipment to advance the frontiers of scientific discovery and strengthen the American scientific and engineering enterprise. This encompasses novel instrumentation necessary for the coming era of AI-driven discoveries. This pilot will prioritize investing in the necessary infrastructure to support entirely new fields of scientific discovery, making new technological breakthroughs and transformative applications possible. Through this approach, NSF will continue to lead in propelling the scientific enterprise to new frontiers.
This pilot emphasis area for the NSF SBIR/STTR programs funds across enabling technology areas and market sectors in alignment with the above goals; the programs do not solicit specific technologies for the purpose of procuring goods and services for the agency from startups and small businesses.

Indeed, scientific and engineering breakthroughs have the potential to address critical societal challenges in industries such as aerospace, agriculture, communications, education, energy, healthcare, national security, and transportation – but the translation of discoveries and innovations from the laboratory to society often takes many forms including non-linear pathways.
The NSF TTP program was developed with several goals in mind:
To identify and support use-inspired research and translational activities enabling a continuum from foundational research to practice;
To develop partnerships and collaborations between institutions of higher education and other entities (e.g., industry, state/local/national government agencies, philanthropies, open-source ecosystems, for-benefit, for-profit and non-profit organizations, international organizations, etc.);
To promote and advance the education and training of students and postdoctoral researchers, encouraging the participation of all Americans in STEM including innovation and entrepreneurship; and
To identify future customer needs and opportunities and bring these to the forefront in the conduct of use-inspired research and translational activities.
The NSF TTP program offers three tracks that represent different starting points or stages in moving discoveries and innovations from the laboratory to practice:
NSF TTP-Explore (NSF TTP-E) is a pilot track that is likely to be the first step for researchers seeking to translate their basic research to practice. To be eligible for the NSF TTP-E track, proposers must have an active, eligible, NSF research award (see Eligibility Information for further details). TTP-E is designed to encourage current, eligible NSF awardees to intentionally pursue applications of their research with the potential for societal impact. The NSF TTP-E track provides the opportunity to obtain an extension of the initial award period of a current NSF award for up to two years in order to offer investigators an opportunity to explore adventurous, high-risk, use-inspired research and initial translational activities as the starting point for translation that was not covered by the original research award.
NSF TTP-Translate (NSF TTP-T) starts with use-inspired research and initial translational activities and further matures the idea(s), iterates and improves the solution(s), and lowers the barrier(s) to effective translation of research from lab to practice.
NSF TTP-Partner (NSF TTP-P) supports translational efforts that demand one or more partnerships for technology development and deployment. Here, strategic partnerships with stakeholders beyond U.S. institutions of higher education are essential ingredients for success and may include industry partners, government entities at all levels, philanthropies, international organizations, or other groups associated with large scale productization and distribution. The NSF TTP-P track requires an NSF-Catalyzed Partnership with an organization that will assist in the translation to practice. In addition to the Principal Investigator (PI), NSF TTP-P proposals must include a co-PI or Senior/Key Personnel who is a member or employee of the NSF-Catalyzed Partner. Partnerships with U.S. institutions of higher education are valued, but NSF TTP strongly prioritizes NSF-Catalyzed Partnerships that are able to help bring the product, process, or service to the market, potentially through licensing agreements, startup or small business formation, incorporation into an existing open-source ecosystem, development into standards setting arrangements, etc.

Summary: The fiscal year 2026 (FY26) Rare Cancers Research Program (RCRP) Resource and Community Development Award (RCDA) supports the development of research resources and clinical or preclinical datasets that will advance the field of rare cancers research and ultimately improve outcomes for individuals with rare cancers. Research supporting this funding opportunity should fill one of the following major gaps:
Lack of research and clinical resources, including patient tissues, cell and tumor models.
Lack of communication and dissemination strategies within scientific and patient communities for sharing rare cancers research and clinical findings.
Lack of infrastructure for sharing data and other resources.
Lack of therapeutics and mechanistic research to inform treatment development.
Distinctive Features:
Documentation of plans for engagement and partnerships with Patient Advocates throughout the life cycle of the research study from development of the research question through execution of the study.
Community building and enhancement are key components.
A description of the dissemination and sustainability of the platform for scientific and/or clinical and patient community is required.
Preliminary data are not required but may be included to address feasibility.

Key programmatic objectives of the DoN HBCU/MI Program are achieved through the implementation and performance of three program goals:
• enhancing the research and educational capabilities of HBCU/MIs in scientific and engineering disciplines critical to the defense mission of the U.S. Navy and U.S. Marine Corps,
• encouraging cross-institutional, collaborative efforts that explore innovative solutions to naval science and technology (S&T) challenges, and
• increasing the engagement of students in STEM fields important to the U.S. Navy and U.S. Marine Corps.
This particular NOFO aims to enhance the research capacity and research infrastructure for HBCU/MIs. Competitive white papers and invited full proposals submitted to this NOFO must clearly and succinctly describe efforts that advance basic naval-relevant S&T, engage faculty and students in STEM discovery, and expand the research capacity of participant institutions.
This announcement is only for research efforts that also promote student/faculty engagement, and expand the institution’s research capacity. This announcement is not intended for projects that focus on non-research STEM activities.
The technical content of any proposed effort must contribute to the S&T mission and vision of the DoN.

All of Us partnered research studies are open to the broad scientific community and require investigators to apply for and receive an X01 award under this announcement.This will enable longitudinal follow‐up and repeat sampling, and provide multiomic data (genomics, proteomics, metabolomics, and other high‐dimensional molecular profiles), integrated clinical, environmental, and life‐course data, infrastructure designed to support future clinical‐trial recruitment, and public‐private partnership pathways.This opportunity will enable researchers to conduct assays to evaluate associations between newly collected and existing All of Us data and add new data to the All of Us dataset for broad use by the research community.
