Animal and Plant Health Inspection Service
This funding opportunity is provided to carry out the provisions described in Section 7721 of the Plant Protection Act. Through the PPA 7721 program, APHIS provides funds to support projects that protect specialty crops, nursery systems, forestry, other agricultural production systems, and natural resources from harmful and invasive plant pests and pathogens. Additional details about the program are available on the PPDMDPP website. APHIS will make available up to $90,000,000 in funds to support PPA 7721 projects in Fiscal Year 2027 (FY 2027), with at least $73 million anticipated to be available for PPA 7721 PPDMDPP.
APHIS will consider suggestions that clearly and directly support the objectives and strategies within the six PPDMDPP goal areas. Suggesters should refer to the FY 2027 PPA 7721 Implementation Plan, for details about the strategies and objectives for each goal area.
Program Objectives: PPDMDPP funds projects focused on critical needs and opportunities to prevent against, detect, and mitigate invasive plant pests and diseases. PPDMDPP projects are organized around six goal areas:

Funding Priorities: PPA 7721’s PPDMDPP funds projects focused on critical needs and opportunities to prevent against, detect, and mitigate invasive plant pests and diseases organized around six goal areas. These six goal areas represent the Program’s funding priorities and include: enhancing plant pest and disease survey and analysis; targeting domestic inspection; enhancing and strengthening pest identification and technology; safeguarding nursery production; conducting targeted outreach and education; and enhancing mitigation and rapid response capabilities (see FY 2027 Implementation Plan).

Natural Resources Conservation Service
The purpose of the Feral Swine Eradication and Control Project (FSCP) is to respond to the threat feral swine pose to agriculture, native ecosystems, and human and animal health. Feral swine are a destructive, non-native, invasive species and their populations have expanded across the United States since the 1980’s. Over an estimated $3.4 billion in damage, including agricultural, is caused by feral swine each year. The species can have significant negative impacts on plant and animal habitats, soils, water quality, as well as other natural and cultural resources. Livestock and humans are also susceptible to diseases carried by feral swine. The Agriculture Improvement Act of 2018 directs the United States Department of Agriculture (USDA) to carry out the pilot program where the Secretary has determined that feral swine have been identified as such a threat and the One Big Beautiful Bill Act extended this authority. FSCP funding will be available for projects identified by
USDA in conjunction with State Technical Committees in states determined by the Animal and Plant Health Inspection Service (APHIS) Wildlife Services as having high feral swine densities. Distinctive Features: Must support a clinical trial. Supports two different application categories, based on the phase of planning for the clinical trial: Clinical Trial Only or Clinical Trial with Planning Phase. The Clinical Trial with Planning Phase option is intended to support the final phase of regulatory activities and planning activities that are necessary to be completed prior to initiation of the clinical trial. The planning phase cannot be used to finalize the intervention or support animal studies. Funding Level 2: Supports phase 2 clinical trials or non-phased trials with fewer than 300 participants.
Funding Level 3: Supports phase 3 clinical trials or non-phased trials with more than 300 participants.
Funding Details: The Congressionally Directed Medical Research Programs (CDMRP) expects to allot roughly $94.5M to fund approximately 9 Clinical Trial Award applications with total cost caps of $800,000 for the planning phase of a Clinical Trial with Planning Phase, $6M for Funding Level 1, $10M for Funding Level 2, and $20M for Funding Level 3 per award. The maximum period of performance is 4 years for the clinical trial, and 12 months for the planning phase. This opportunity seeks to enhance the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized agency.
PDMPs help state and local governments to detect and prevent the diversion and abuse of pharmaceutically controlled substances such as opioids and other prescription drugs. The primary function of a PDMP is to facilitate the collection, analysis, and reporting of information on the prescribing, dispensing, and use of prescription drugs with a state, commonwealth, district, or territory. The goal of the Harold Rogers PDMP is to strengthen states’ and territories’ ability to maintain and enhance their existing PDMPs by accommodating local decision-making based on state laws and preferences and replicating promising practices. As part of supporting the enhancement of PDMPs, the Harold Rogers PDMP supports the integration of PDMP data with health information exchanges, electronic health records, or pharmacy dispensing systems, including engaging with tribal entities and rural areas where integration rates may be lower. This program helps to break the cycle of drug addiction and violence by reducing the demand, use, and the illegal trafficking of controlled substances.

Brownfields Job Training Grants fund training programs that strengthen local workforces by preparing program graduates for environmental jobs that support cleanup and revitalization efforts in their own communities.
Training may include a range of brownfield-related environmental skills such as the assessment and cleanup of solid and hazardous waste; chemical risk management; stormwater management relating to site cleanup; planning and site preparation for low-impact development activities; site preparation for green infrastructure installation; and vulnerability assessment and contamination mitigation planning.

The Community Resilience Centers Program (CRC) funds planning, development, construction, and upgrades of local facilities to serve as Community Resilience Centers, providing shelter and resources during climate and other emergencies. The Employment and Training Administration (ETA) intends to award a cooperative agreement to the National Association of State Workforce Agencies' Center for Employment Security Education and Research (NASWA/CESER) for continued operations of the Unemployment Insurance (UI) Integrity Center of Excellence (Integrity Center). The Consolidated Appropriations Act, 2026 (Public Law 119-75) provides Fiscal Year (FY) 2026 funding for federal agencies and provides "... $9,000,000 for continued support of the Unemployment Insurance Integrity Center of Excellence... ." as part of the Department of Labor's appropriation for State Unemployment Insurance and Employment Service Operations. The UI Integrity Center has been operated by the NASWA/CESER since FY 2017. NASWA/CESER is a 501(c)(3) entity incorporated in August 1994 as an education and research arm of the NASWA, which is a national organization of state administrators of the publicly-funded state workforce system and is a leading provider of information technology, education, and research support focused exclusively on UI and workforce development initiatives and activities. The primary mission of the UI Integrity Center is to provide training and technical assistance to states to improve UI program integrity; develop and disseminate UI program integrity resources and promote innovative new tools and products that are transferable and scalable for all states to prevent UI improper payments and enhance fraud prevention solutions; and enable rapid alerts to states on new improper payment practices and fraud schemes as they are identified.

Through this Notice of Funding Opportunity (NOFO), the National Cancer Institute (NCI) solicits applications for research on developing a comprehensive and cohesive understanding of cancer metastasis. Towards this goal, the NCI will support U54 Specialized Centers that together will continue to serve as the hub of the Metastasis Research Network (MetNet). Each MetNet Center should propose an overarching scientific theme that will be pursued through two or three scientific inter- and multidisciplinary basic research projects. The projects should use integrative system level approaches to elucidate and integrate a mechanistic understanding of the non-linear, dynamic, and emergent processes in metastasis. Overarching themes should encompass the interplay between at least two central elements in the metastatic process such as early dissemination, cellular, soluble and/or physical microenvironment crosstalk, dormancy, or mechanisms of responses by metastatic cells to therapies. Studies on all types of cancer are welcome, including rare and pediatric metastatic cancers.Research proposed by MetNet Centers is expected to advance our understanding towards a more comprehensive appreciation of metastasis as a whole body, systems-level problem.
