How Does the Aviation Tax Credit Work? This $5,000 state income tax credit can be claimed each year through 2026 – totaling up to $25,000 in value for individuals that meet all requirements. If your state tax liability is less than $5,000 in any given year, the remaining tax credit balance can be carried forward and used in any of the following four tax years in which the tax credit was first allowed. For many people, this could mean they do not owe Kansas income tax for up to nine years. Who Can Get the Tax Credit? This income tax credit is available for people who have been hired for a full-time job on or after January 1, 2022, by a Kansas-based employer in the aviation sector. You must also have a degree or technical certificate from a qualified program. The credit is also available to an employee relocating to Kansas with an out-of-state qualifying degree or certificate. Home / Programs & Services / High Performance Incentive Program (HPIP) / HPIP Tax Credit Transfers HPIP Tax Credit Transfers During the 2021 Legislative Session, Senate Bill 65 was passed and signed by Governor Kelly. This legislation will permit an HPIP certified company to transfer HPIP tax credits, under certain conditions, to another entity or individual. General HPIP Tax Credit Transfer Requirements The company must be HPIP certified for the tax year generating HPIP tax credits. For projects placed into service on and after January 1, 2021, a taxpayer may sell or transfer up to 50% of the tax credit allowed. The taxpayer may sell or make a transfer to one or more transferees, but the total of all transfers shall not exceed 50% of the taxpayer’s HPIP tax credit. An HPIP certified company may request up to two transfers of eligible HPIP tax credits within a single tax year. The portion of HPIP tax credits generated in the tax year that are eligible for transfer (50%) may not be carried forward to subsequent tax years for a future transfer. For example, if a calendar year taxpayer with $2,000,000 in HPIP tax credits generated, could transfer up to 50% or $1,000,000 of tax credits. Home / Programs & Services / Kansas Main Street / Residential Opportunities on Main Street (ROOMS) Grant Program ROOMS The goal of this grant program is to encourage renovation and improvements in the upper floors of commercial buildings in local Main Street districts consistent with proven Main Street practices, including those that retain unique historic elements and use materials that lower operating costs by conserving energy. The expected outcome of this program is to create new housing opportunities in downtown commercial districts; rehabilitate or preserve properties; and create a stronger tax base. Main Street is a self-help, technical assistance program that targets revitalization and preservation of downtown districts through the development of a comprehensive strategy. The program has a long history of success throughout the United States and in Kansas. Improving Oversight of Federal GrantmakingVA is required to ensure compliance with all applicable statutes, regulations, and Executive Orders when evaluating and awarding grants. In accordance with Executive Order 14332, Improving Oversight of Federal Grantmaking, aside from the evaluation criteria published in this announcement, VA has discretion to remove from consideration any applicant VA deems does not clearly advance the President's or VA's priorities. VA will not fund activities that use racial preference for eligibility criteria or promote gender ideology. VA will not fund activities that promote or facilitate violations of immigration laws or are sources of waste, fraud, or abuse. VA will not tolerate activity or conduct by grant recipients that constitute acts of moral turpitude, are scandalous, or bring the recipient, the project funded by this grant, or VA into public disrepute, contempt, or ridicule. These grants support the President's priority to increase the excellence of and options for care, benefits, and services for veterans, as demonstrated in Executive Order 14332. Program is subject to Public Law 117-58 Build America, Buy America Act. Recipients of an award of Federal financial assistance from a program for infrastructure are hereby notified that none of the funds provided under this award may be used for a project for infrastructure unless:(1) all iron and steel used in the project are produced in the United States--this means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States; (2) all manufactured products used in the project are produced in the United States—this means the manufactured product was manufactured in the United States; and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation; and (3) all construction materials44 are manufactured in the United States—this means that all manufacturing processes for the construction material occurred in the United States. The Buy America preference only applies to articles, materials, and supplies that are consumed in, incorporated into, or affixed to an infrastructure project. As such, it does not apply to tools, equipment, and supplies, such as temporary scaffolding, brought to the construction site and removed at or before the completion of the infrastructure project. Nor does a Buy America preference apply to equipment and furnishings, such as movable chairs, desks, and portable computer equipment, that are used at or within the finished infrastructure project, but are not an integral part of the structure or permanently affixed to the infrastructure project. Grants are available to State and Tribal Governments for construction or renovations of State/Tribal owned and operated Veterans Extended Care Facilities. The Department of Veterans Affairs participation may not exceed 65% of the total project costs. Review governing regulation before submitting an application (38 CFR Part 59). If the state is submitting a new grant application, it must submit a complete initial application (Section A of the project checklist) on Grants.gov by April 15th in order to be eligible for listing on the Priority List for the next fiscal year. Once the complete initial application is retrieved from Grants.gov by Program Staff, the grant applicant will receive 1) an automated notification from Grants.gov confirming receipt by the Program and 2) an email from Program Staff indicating the application's FAI number and corresponding project page in MAX.gov for submission of subsequent items. Note that Grants.gov is used only once to submit a new grant application. Applicants must submit complete initial applications on Grants.gov in order to be considered. Due to the imposition of the obligation limitation on the Highway Trust Fund, as well as reserving funds necessary for other activities to accelerate the deployment and implementation of ADCMS activities, such as peer exchanges, the development and deployment of best practices, and training, up to $17 million is expected to be available for each fiscal year from 2022 to 2026 for award under the ADCMS Program. This announcement seeks revolutionary research ideas, and technology demonstrators that offer potential for advancement and improvement of NSWC Crane’s primary mission areas. NSWC Crane is a field activity of the Naval Sea Systems Command. NSWC Crane supports a wide range of government agencies in the interest of national security. NSWC Crane may publish BAAs and other solicitations in response to specific needs. This BAA is issued to seek innovative solutions and ideas for topics not covered via other means. It is strongly encouraged that potential proposers review existing NSWC Crane solicitations to avoid duplication of effort and to contact the identified points of contact for each BAA topic to discuss specific details of the needs. The mission of NSWC Crane is to provide research, development, test and evaluation, acquisition engineering, in-service engineering and technical support in its assigned technical capabilities for the United States Navy, Department of Defense components and agencies, and other federal agencies and components engaged in national security. Through this Disaster NOFO, EDA will award investments in regions experiencing severe economic distress or other economic harm resulting from hurricanes, wildfires, tornadoes, floods, and other natural disasters occurring in calendar years 2023 and 2024. EDA’s goal under this NOFO is to assist communities recovering from a disaster by realizing opportunities to recover and change the economic trajectory of the community for the better. In other words, EDA funding seeks to help communities recover and set them on a path to exceed their previous pre-disaster baseline. EDA seeks projects that are responsive to community needs post-disaster by engaging all aspects of the community, with special focus on private industry partners.
