Workforce Development Support for Workforce Training Through the GOED’s Workforce Development Program, companies can access money to help train new and existing employees that require additional skills as the result of company growth. The program can fund up to 50% of eligible training expenses to companies that meet certain wage and benefit criteria. The funds are awarded on a reimbursement basis. Criteria How it Works Application Details Criteria Companies must meet the following criteria to participate in the program: All training must be technical in nature New employee training must be the result of growth in the company, not attrition The wage of the employees before the training begins must be at least $19.50 per hour Current employee trainees must receive an increase in their wages that is directly attributed to the training Companies must offer employees health insurance that is at least partially paid by the employer How it Works Application packets are available online. Disaster Recovery Funding Disaster Recovery Funding in South Dakota The State of South Dakota is receiving $15,375,000 in long-term recovery funds from the U.S. Department of Housing and Urban Development (HUD). These funds are provided through the Community Development Block Grant – Disaster Recovery (CDBG-DR) program and will aid in the ongoing recovery following the severe storms, straight-line winds, and flooding (DR-4807) that hit the state in 2024. To ensure that CDBG-DR funds are being used to address the most pressing recovery needs, the Governor’s Office of Economic Development (GOED) must conduct an unmet needs analysis, collect stakeholder feedback, and develop an Action Plan which outlines how the funds will be used to help individuals and communities. Community Development Block Grant – Disaster Recovery CDBG-DR funding can be used for long-term recovery projects. The funds are flexible but must meet the following requirements: Funds must be spent in areas defined as most impacted and distressed (MID). HUD has identified Union County and the 57049 and 57038 zip codes as MID areas. At least 70% of the total CDBG-DR funding must go toward projects that will directly benefit low-and-moderate-income (LMI) persons. At least 15% of the funds must be used for mitigation projects that strengthen recovery efforts from disasters and reduce or eliminate the long-term risk of loss in future disasters. Community Development Block Grants Supporting Communities Across South Dakota The Community Development Block Grant (CDBG) program, administered on behalf of the U.S. Department of Housing and Urban Development (HUD), helps develop viable communities by providing funds for a wide range of community needs, including water and wastewater infrastructure, community centers, medical centers, workforce training, senior centers; and for industrial infrastructure that will assist businesses creating new job opportunities for low- and moderate-income (LMI) individuals. Proof of Concept Increasing South Dakota Innovation The Proof of Concept program provides up to $25,000 to conduct research that demonstrates the technical and economic feasibility of an innovation before it is commercialized. The program is open to those committed to commercializing an innovation in South Dakota, such as entrepreneurs, universities, existing South Dakota companies and other entities. Investment proceeds may be used to pay consultant contracts, material and supplies, salaries for employees in South Dakota, and necessary services for technical feasibility or marketing studies. Beginning Farmer Bond Program Tax-Exempt Bond for Farmers The South Dakota Beginning Farmer Bond Program (SDBFBP) is a tax-exempt bond program designed to assist Beginning Farmers in the state of South Dakota to acquire agricultural property at lower interest rates. The Program enables lenders, individuals, partnerships, corporations, and other entities (herein referred to as the “Bond Purchaser”) to receive federally tax-exempt interest with respect to a loan or contract sale made to Beginning Farmers. The Bond Purchaser, after arranging the loan or sales contract, will obtain from the South Dakota Economic Development Finance Authority (the “Authority”) a federally tax-exempt Private Activity Bond (PAB) in the amount of the loan or unpaid balance. The loan and its collateral will be assigned to the Bond Purchaser as security for the bond. In the case of a contract sale, the contract will be entered into by the Authority, and the Bond Purchaser will receive the bond to evidence the Authority’s obligations under the contract. The Authority’s right, title and interest in the contract will then be assigned to the Beginning Farmer who assumes payment obligations of the Authority under the contract. The Buy America preference only applies to articles, materials, and supplies that are consumed in, incorporated into, or affixed to an infrastructure project. As such, it does not apply to tools, equipment, and supplies, such as temporary scaffolding, brought to the construction site and removed at or before the completion of the infrastructure project. Nor does a Buy America preference apply to equipment and furnishings, such as movable chairs, desks, and portable computer equipment, that are used at or within the finished infrastructure project, but are not an integral part of the structure or permanently affixed to the infrastructure project. Grants are available to State and Tribal Governments for construction or renovations of State/Tribal owned and operated Veterans Extended Care Facilities. The Department of Veterans Affairs participation may not exceed 65% of the total project costs. Review governing regulation before submitting an application (38 CFR Part 59). If the state is submitting a new grant application, it must submit a complete initial application (Section A of the project checklist) on Grants.gov by April 15th in order to be eligible for listing on the Priority List for the next fiscal year. NSWC Crane is a field activity of the Naval Sea Systems Command. NSWC Crane supports a wide range of government agencies in the interest of national security. NSWC Crane may publish BAAs and other solicitations in response to specific needs. This BAA is issued to seek innovative solutions and ideas for topics not covered via other means.
