The Department of War (DoW) Cyber Service Academy (CSA) is authorized by Chapter 112 of Title 10, United States Code, Section 2200. The purpose of the program is to support the recruitment of new cyber talent and the retention of current highly skilled professionals within the DoW cyber workforce. Additionally, this program serves to enhance the national pipeline for the development of cyber personnel by providing grants to institutions of higher education.
Regionally and nationally accredited U.S. institutions of higher education, designated under the National Centers of Academic Excellence in Cybersecurity (NCAE-C) and known as National Centers of Academic Excellence in Cyber Defense, Research, and/or Cyber Operations (hereinafter referred to as designated institutions) are invited to submit proposals for developing and managing a full-time, institution-based, grant-funded scholarship program in cyber-related disciplines for Academic Year 2026-2027.
Consistent with 10 U.S.C. 2200b, proposals to this solicitation may also request modest collateral support for purposes of institutional capacity building to include faculty development, laboratory improvements, and/or curriculum development, in cyber-related topics to providing a strong foundation for a DoW CSA.

Dept of the Army -- Materiel Command
The ARO is soliciting proposals for Staff Research Program opportunities. The purpose of the program is to enable ARO scientific staff to maintain and expand professional competence in support of fulfilling the ARO mission through the conduct of hands-on, basic research. The staff research will be performed collaboratively with institutions external to ARO. Staff research efforts will involve scientific study directed toward advancing the state-of-the-art or increasing knowledge and scientific understanding in engineering, physical, life and information sciences, when there is an intersection with the interests and capabilities of the participating external institutions in these basic research areas.
Protection of Mission Integrity: The primary role of the ARO scientific staff is to objectively assess and fund extramural research at numerous institutions across the U.S. and throughout the world. Since it is vitally important that the ARO be impartial in its actions, ARO scientists cannot engage in activities that could compromise the perceived objectivity of that scientist with respect to the institution, or with respect to the areas of science/engineering that they are responsible for as Program Managers. Consequently, ARO Program Managers will be disqualified from taking official actions regarding any institution at which that PM conducts Staff Research.
Staff research will be conducted, directed and managed by an ARO scientist at the institution's laboratory facilities or field research sites, in collaboration with a PI designated by the institution. ARO scientists will not be named as a PI on any proposal or resulting award. Results of the Staff Research Program may include publication or co-authorship of research results and presentation at scientific forums, and contribute to the education and training of students, in accordance with the terms of the cooperative agreement.
NOTE: ARO scientific staff will seek out a collaborating institution to engage in staff research as opportunities arise and at the discretion of ARO.

The purpose of the funding is to provide technical and financial assistance to local agencies for the construction of water recycling projects that promote the beneficial use of treated municipal wastewater in order to augment fresh water supplies in California.
Eligible Applicants: Local public agencies, 501(c)(3) nonprofit organizations qualified to do business in California, Public Utilities, Federally and non-federally recognized Native American tribes on the Native American Heritage Commission’s list, and Mutual water companies. A. STATEMENT OF OBJECTIVES
This Funding Opportunity Announcement (FOA) is to award multiple cooperative agreements to accredited United States (U.S.) two- and four-year colleges and universities (Institutions of Higher Education (IHEs)) to receive and administer scholarship and fellowship funding—provided through the University Nuclear Leadership Program (UNLP) and as administered by the Department of Energy, Office of Nuclear Energy (DOE-NE)—on behalf of selected students attending these U.S. IHEs. The selection of students to receive scholarships and fellowships through the program will occur via a separate DOE-NE process.

UNLP works to attract qualified nuclear science and engineering students (NS&E) to nuclear energy professions by providing undergraduate level scholarships and graduate level fellowships. The scholarships and fellowships are focused on two-, four-year, and graduate programs in science and engineering disciplines related to nuclear energy such as nuclear engineering, mechanical engineering, electrical engineering, chemistry, health physics, nuclear materials science, radiochemistry, applied nuclear physics, nuclear policy, radiation protection technology, nuclear power technology, nuclear maintenance technology, nuclear engineering technology, computer science, cybersecurity, nuclear safety, nuclear operations, mechanical and electrical maintenance, and radiation protection.
NE’s mission is to advance nuclear energy science and technology to meet U.S. energy, environmental, and economic needs. NE has identified the following goals to address challenges in the nuclear energy sector, help realize the potential of advanced technology, and leverage the unique role of the government in spurring innovation:

This Notice of Funding Opportunity (NOFO) invites applications for the Outdoor Recreation Legacy Partnership (ORLP) Program, administered by the National Park Service (NPS). ORLP provides funding to 1) to acquire land and water for parks and other outdoor recreation purposes in qualifying areas, and 2) to develop new or renovate existing outdoor recreation facilities that provide outdoor recreation opportunities to the public in qualifying areas. ORLP is a program within the Land and Water Conservation Fund (LWCF) State and Local Assistance Program, which provides matching grants to States. ORLP funding is available in addition to traditional LWCF state formula grants and does not affect state apportionments.
ORLP projects must be within a Qualifying Area, defined as:
an urban area that has a population of 25,000 or more in the most recent census, or
2 or more adjacent urban areas with a combined population of 25,000 or more in the most recent census; or
an area administered by a federally recognized Indian Tribe or an Alaska Native or Native Hawaiian community organization.
Additional requirements under the ORLP program:
Matching Requirement - ORLP is dollar for dollar match, meaning it covers up to 50% of all project costs. Applicants are responsible for providing non-federal funds for at least 50% of project costs.
Perpetuity Requirement - Projects assisted through ORLP must be maintained and accessible for public outdoor recreation use in perpetuity. This applies to the assisted park or site in its entirety, not just the area assisted by the grant funds.
Alignment with LWCF Law and Policy - As an LWCF program, ORLP projects must align with the purposes and requirements of the LWCF Act and LWCF Manual.
Alignment with National Priorities – Projects must be responsive to Executive and National priorities, including those outlined in Executive Order 14313, "Establishing the President's Make America Beautiful Again Commission" and Secretarial Order 3442, "Land and Water Conservation Fund Implementation by the U.S. Department of the Interior."

Background:
The goal of PEMS is to measurably and substantially reduce the prevalence of human trafficking and the harms associated with the crime in targeted populations through innovative interventions driven by research, monitoring, evaluation, and learning, and the expansion of partnerships with government, academia, civil society organizations, international organizations and the private sector. The U.S. Congress has appropriated $25 million annually since 2016 for PEMS, with $200 million in funding obligated to date.
The TIP Office intends to further build the evidence base around what interventions work effectively to address trafficking in persons through funding the implementation and rigorous evaluation of high-potential and high-impact promising interventions. The TIP Office intends to consider interventions that have some evidence pointing to their effectiveness which could benefit from an evaluation to validate the intervention approach and answer important research questions about what is effective in anti-trafficking in persons programming. The TIP Office will consider interventions that have shown promise but have not had the funding to be rigorously evaluated; interventions that have shown success in other fields but have not been adapted and tested as a human trafficking intervention; and interventions for which there is a design for programming supported by significant research, which have not yet had the funding to implement and evaluate. Improving Oversight of Federal GrantmakingVA is required to ensure compliance with all applicable statutes, regulations, and Executive Orders when evaluating and awarding grants. In accordance with Executive Order 14332, Improving Oversight of Federal Grantmaking, aside from the evaluation criteria published in this announcement, VA has discretion to remove from consideration any applicant VA deems does not clearly advance the President's or VA's priorities.
VA will not fund activities that use racial preference for eligibility criteria or promote gender ideology.
VA will not fund activities that promote or facilitate violations of immigration laws or are sources of waste, fraud, or abuse.
VA will not tolerate activity or conduct by grant recipients that constitute acts of moral turpitude, are scandalous, or bring the recipient, the project funded by this grant, or VA into public disrepute, contempt, or ridicule.
These grants support the President's priority to increase the excellence of and options for care, benefits, and services for veterans, as demonstrated in Executive Order 14332.
Program is subject to Public Law 117-58 Build America, Buy America Act. Recipients of an award of Federal financial assistance from a program for infrastructure are hereby notified that none of the funds provided under this award may be used for a project for infrastructure unless:(1) all iron and steel used in the project are produced in the United States--this means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States; (2) all manufactured products used in the project are produced in the United States—this means the manufactured product was manufactured in the United States; and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation; and (3) all construction materials44 are manufactured in the United States—this means that all manufacturing processes for the construction material occurred in the United States. The Buy America preference only applies to articles, materials, and supplies that are consumed in, incorporated into, or affixed to an infrastructure project. As such, it does not apply to tools, equipment, and supplies, such as temporary scaffolding, brought to the construction site and removed at or before the completion of the infrastructure project. Nor does a Buy America preference apply to equipment and furnishings, such as movable chairs, desks, and portable computer equipment, that are used at or within the finished infrastructure project, but are not an integral part of the structure or permanently affixed to the infrastructure project.
Grants are available to State and Tribal Governments for construction or renovations of State/Tribal owned and operated Veterans Extended Care Facilities. The Department of Veterans Affairs participation may not exceed 65% of the total project costs. Review governing regulation before submitting an application (38 CFR Part 59). If the state is submitting a new grant application, it must submit a complete initial application (Section A of the project checklist) on Grants.gov by April 15th in order to be eligible for listing on the Priority List for the next fiscal year. Once the complete initial application is retrieved from Grants.gov by Program Staff, the grant applicant will receive 1) an automated notification from Grants.gov confirming receipt by the Program and 2) an email from Program Staff indicating the application's FAI number and corresponding project page in MAX.gov for submission of subsequent items. Note that Grants.gov is used only once to submit a new grant application. Applicants must submit complete initial applications on Grants.gov in order to be considered. This notice announces a funding opportunity and requests grant applications for FHWA's Advanced Digital Construction Management System (ADCMS) as provided by Section 13006(a) of the Infrastructure Investment and Jobs Act (Public Law 117-58).
Established in Title 23, United States Code (CODE) 503(c)(5). The program is intended to promote, implement, deploy, demonstrate, showcase, support, and document the application of ADCMS, practices, performance, and benefits.
This grant opportunity will result in distribution of up to provides $20 million of Technology and Innovation Deployment Program (TIDP) funds per fiscal year for FY 2022-2026 to accelerate the deployment and implementation of ADCMS. Due to the imposition of the obligation limitation on the Highway Trust Fund, as well as reserving funds necessary for other activities to accelerate the deployment and implementation of ADCMS activities, such as peer exchanges, the development and deployment of best practices, and training, up to $17 million is expected to be available for each fiscal year from 2022 to 2026 for award under the ADCMS Program. The first round of awards will combine FY 2022 and FY 2023 funding, for a total of $34 million. This announcement seeks revolutionary research ideas, and technology demonstrators that offer potential for advancement and improvement of NSWC Crane’s primary mission areas.
NSWC Crane is a field activity of the Naval Sea Systems Command. NSWC Crane supports a wide range of government agencies in the interest of national security. NSWC Crane may publish BAAs and other solicitations in response to specific needs. This BAA is issued to seek innovative solutions and ideas for topics not covered via other means. It is strongly encouraged that potential proposers review existing NSWC Crane solicitations to avoid duplication of effort and to contact the identified points of contact for each BAA topic to discuss specific details of the needs.
The mission of NSWC Crane is to provide research, development, test and evaluation, acquisition engineering, in-service engineering and technical support in its assigned technical capabilities for the United States Navy, Department of Defense components and agencies, and other federal agencies and components engaged in national security. NSWC Crane also works to apply component and system-level product and industrial engineering to surface sensors, strategic systems, special warfare devices and electronic warfare systems, as well as to execute other responsibilities as assigned by the Commander, Naval Surface Warfare Center.
The focus of NSWC Crane is “Harnessing the Power of Technology for the Warfighter.” Crane specializes in total lifecycle support in three broad focus areas: Expeditionary Warfare, Strategic Missions, and Electronic Warfare, which support ten assigned technical capabilities (TCs) listed below.

Within each of the TCs, there are multiple thrust areas, which present considerable opportunities for innovative research and solutions to support national security imperatives. There is intentional overlapping space within the listed TC such that a potential technology or research idea may support multiple TCs. Any proposal should list the principal TC as well as any adjunct TCs that should be considered. Proposals that support multiple TCs are strongly desired but not necessary.

Economic Development Administration
Through this Disaster NOFO, EDA will award investments in regions experiencing severe economic distress or other economic harm resulting from hurricanes, wildfires, tornadoes, floods, and other natural disasters occurring in calendar years 2023 and 2024. EDA’s goal under this NOFO is to assist communities recovering from a disaster by realizing opportunities to recover and change the economic trajectory of the community for the better. In other words, EDA funding seeks to help communities recover and set them on a path to exceed their previous pre-disaster baseline. EDA seeks projects that are responsive to community needs post-disaster by engaging all aspects of the community, with special focus on private industry partners.
This Disaster NOFO provides funding through three pathways:
Readiness Path – Standalone non-construction projects designed to increase a community’s readiness to apply for or implement disaster recovery funding from private and public sources including, but not limited to, future EDA NOFOs and the Implementation or Industry Transformation Paths under this NOFO. Projects will fund strategy development, capacity building, and/or predevelopment costs necessary for future recovery projects.
Implementation Path – Standalone construction or non-construction projects designed to address the economic challenges faced by a community recovering from a natural disaster and improve economic trajectories beyond pre-disaster economic conditions.
Industry Transformation Path – Led by a coalition of regional stakeholders, a portfolio of large-scale, multicomponent construction and non-construction projects designed to fundamentally transform the economic trajectory of a region through the development or acceleration of an industry.

More specifically, EDA makes Partnership Planning investments to designated planning organizations (i.e., District Organizations) serving EDA-designated Economic Development Districts and to Indian Tribes to facilitate the development, implementation, revision, or replacement of Comprehensive Economic Development Strategies (CEDS), which articulate and prioritize the strategic economic goals of recipients’ respective regions. EDA also makes Short-Term and State Planning awards for economic development planning activities that guide the eventual creation and retention of high-quality jobs, particularly for the unemployed and underemployed in the Nation’s most economically distressed regions.
