Transformative Climate Communities Round 6 IMPLEMENTATION Grant (FY 25-26)

Strategic Growth Council

The TCC Program furthers the purposes of AB 32 (Nunez, 2006) and AB 2722 (Burke, 2016) by funding projects that reduce greenhouse gas emissions (GHG) through the development and implementation of neighborhood-level transformative climate community plans that include multiple coordinated GHG emissions reduction projects that provide local economic, environmental, and health benefits to disadvantaged communities. The Transformative Climate Communities (TCC) Program, established by AB 2722 (Burke, 2016), invests in community-led climate resilience projects in the state’s most overburdened communities. The program objectives are to reduce greenhouse gas emissions, improve public health and the environment, and support economic opportunity and shared prosperity. TCC’s unique, place-based strategy for reducing greenhouse gas emissions is designed to catalyze collective impact through a combination of community-driven climate projects in a single neighborhood. TCC Implementation Grants fund neighborhood-scale applications that include multiple, coordinated projects to reduce greenhouse gas emissions and deliver broader community benefits. These grants support climate resilience projects and infrastructure that respond to community-identified needs in Tribal, disadvantaged, and low-income communities. TCC Planning Grants and Project Development Grants support planning and pre-development activities to prepare for future funding opportunities and advance community-led goals and projects. Forest Legacy Program Capacity and Project Development 2026

CAL FIRE’s Forest Legacy Program funds landscape-scale conservation projects intended to conserve working forests and working forested landscapes. This solicitation aims to increase organizational capacity for eligible applicants and support the development of high-quality forest conservation projects. Funding for this solicitation is limited to the preparation and development of potential future projects.  Eligible Activities:  Future Projects - Funding for Forest Legacy Grant Due Diligence: Grant funds can be requested to prepare and develop future working forest conservation easement or fee acquisition projects for completion under a Federal OR State Grant. These will be referred to as “Future Projects” throughout the grant guide. The actual transactions for these Future Projects will need to be prepared and submitted for Federal or State Forest Legacy Funding at a future date, for either Forest Legacy solicitations, or solicitations to other federal or state conservation programs. Projects receiving funding under this grant line item are not guaranteed Federal or State Forest Legacy funding for projects in the future. Future Projects can include costs for preparing the following: Market analysis or restricted use appraisal for Future Projects in development; Preliminary title report and any associated documents listed in that report (deed, easements, MOUs), as well as the costs to remove exceptions; Minerals Remoteness Report or statement; Land survey with acreage and Description verification; Mapping products / GIS; Development and negotiation of Conservation Easement (CE) Deed (if not acquiring in fee); CE Baseline Document (if not acquiring in fee);    Phase 1 Environmental Assessment; Forest Management Plan, Agricultural Management Plan and/or Grazing Management Plan; Soliciting and developing potential FLP projects; Organizational staff time associated with preparation of the above mentioned documents or general work towards completion of the project; Salaries, fringe benefits, travel and supplies that directly support the FLP; Facilitating the donation of lands or interests of lands into the FLP. Eligible Applicants:  These can include, but are not limited to; nonprofits, land trusts, and conservation organizations. This program will not grant funding to a private person, business or other private entity to hold ownership of these interests (fee title or CE) using State funds. Any applicant not eligible to hold a Land Conservation Easement shall specify the intended Land Conservation Easement organization within the application. Eligible Lands are: Land that can support 10-percent native tree cover of any species, including hardwoods, under natural conditions, and has a minimum of 75 percent forestland or a documented plan that includes sufficient landowner capacity to reforest to at least 75 percent forestland. The land should allow for management of one or more forest resources, including timber, grazing, aesthetics, fish and wildlife, biodiversity, water quality, recreation, and other public benefits. Eligible Costs: The following costs are eligible for reimbursement: Future Projects – Due Diligence for Future Forest Legacy Project (a) The development and due diligence costs for future conservation easement or fee acquisition projects as stated above under Future Projects.

Advancing Global Capacity to Detect and Respond to Fungal Diseases

This Notice of Funding Opportunity (NOFO) aims to support activities that build and strengthen sustainable fungal disease detection, diagnosis, surveillance, and response systems. Activities may address interconnected areas such as system and workforce development, laboratory and diagnostic capacity, and improved use of data to inform public health action. Through these efforts, this NOFO seeks to strengthen country and regional capacity to manage and control fungal diseases at their source while promoting long-term ownership and integration into public health systems. These efforts align with the priorities outlined in the America First Global Health Strategy by supporting country capacity to detect, respond to, and control priority fungal pathogens, particularly those that pose a risk for international spread and antifungal resistance, at their source. Over time, activities supported through this NOFO are intended to reduce the global burden of fungal diseases, strengthen health security, and help countries protect their own populations while also reducing risks to the United States through earlier detection and more effective response to fungal disease threats worldwide

The Continuum of Care (CoC) Program is designed to:promote a community-wide commitment to the goal of ending homelessness;provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)], and local governments to quickly rehouse individuals and families experiencing homelessness, persons experiencing trauma or a lack of safety related to, or fleeing or attempting to flee domestic violence, dating violence, sexual assault, and stalking, and youth experiencing homelessness while minimizing the trauma and dislocation caused by homelessness;promote access to, and effective utilization of, mainstream programs and programs funded with State or local resources; andoptimize self-sufficiency among individuals and families experiencing homelessness.The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. The population to be served by the demonstration program is youth ages 24 and younger who are experiencing homelessness, including unaccompanied and pregnant or parenting youth.

DoW Breast Cancer, Transformative Breast Cancer Consortium Award

Summary: The fiscal year 2026 (FY26) Breast Cancer Research Program (BCRP) Transformative Breast Cancer Consortium Award supports collaborations and ideas that will transform the lives of individuals with, and/or at risk for, breast cancer and will significantly accelerate progress toward ending breast cancer. Applications must propose a synergistic, highly integrated, multidisciplinary and multi-institutional consortium of leading scientists, clinicians and breast cancer consumer advocates that will address a major problem in a way that a single investigator or group could not accomplish. The consortium’s collaborative efforts must make a transformative impact in breast cancer. All applications must address at least one of the FY26 BCRP overarching challenges or provide adequate justification for exception. If the application addresses a different fundamental issue, the application must couple it with at least one of the overarching challenges. Distinctive Features: This funding mechanism allows for up to five Principal Investigators (PIs) which includes the Consortium Director and three or four Project Team PIs. Applications must include at least one breast cancer consumer advocate per project team. Only the Consortium Director will submit a pre-application, but all PIs will need to submit at the full application stage. Be advised, failure to submit all associated (Consortium Director and Project Team PIs) applications by the full application deadline may result in administrative withdrawal.

Summary: The fiscal year 2026 (FY26) Amyotrophic Lateral Sclerosis Research Program (ALSRP) Pilot Clinical Trial Award (PCTA) supports the rapid implementation of clinical trials with the potential to have a significant impact on the treatment or management of amyotrophic lateral sclerosis (ALS). Projects may range from phase 1 to small-scale phase 2 trials. Applications must address one of the following focus areas: · Biomarker-Driven Interventions: Disease-modifying interventions, with mechanism-specific biomarkers to predict which clinical trial participants are likely to respond, demonstrate target engagement, and effects on the intended biological pathway. · Clinical Care: Improving aspects of clinical care and symptom management for ALS. Distinctive Features: Funding from this award mechanism must support a clinical trial. The clinical trial should begin no later than 12 months after the award date or 18 months for U.S. Food and Drug Administration (FDA)-regulated studies. Projects proposing a therapeutic intervention (drug, biologic, and/or device) must incorporate biomarkers specific to the intervention into the trial design. All pre-applications and applications are required to incorporate community collaboration, as described in Section 3.2.2, to optimize research impact. Applications must include a detailed Regulatory Strategy plan that outlines the approach for obtaining regulatory approvals, if required, specifically for the funded portion of the study. In addition, applications must provide a separate Transition Plan that describes how the outcomes of the study will be advanced to the next phase of development, beyond the scope of the funded work.

Summary: The fiscal year 2026 (FY26) Amyotrophic Lateral Sclerosis Research Program (ALSRP) Clinical Outcomes and Biomarkers Award (COBA) supports the development and/or validation of clinical outcomes and biomarkers to enrich clinical trials in amyotrophic lateral sclerosis (ALS). Projects can be relevant to a specific therapy, a class of therapeutics, or to a specific ALS subtype (such as a particular genetic mutation) and do not have to broadly apply to all patients. Distinctive Features: To meet the intent of the funding opportunity, applications may address clinical biomarkers and/or clinical outcomes. This may include the identification, development, and/or validation of promising biomarkers for ALS, which may include, but are not limited to susceptibility/risk, diagnostic, monitoring/disease progression, prognostic, predictive, response, or safety biomarkers. Clinical Outcomes projects may focus on the identification, development, and/or validation of clinician-, observer-, or patient-reported, and/or performance outcome measures for ALS. Projects may include the optimization of current outcome measures already in use. Applications may utilize digital health measures, including wearable devices, smart-phone sensors, video or voice recordings, imaging studies, or other devices which record disease-relevant physiological data and/or outcomes. Community Collaboration is an important element of the FY26 ALSRP COBA. Summary: The fiscal year 2026 (FY26) Amyotrophic Lateral Sclerosis Research Program (ALSRP) Therapeutic Development Award (TDA) supports research ranging from preclinical validation of therapeutic leads through U.S. Food and Drug Administration (FDA) Investigational New Drug (IND)-enabling studies. The proposed studies are expected to be empirical in nature and product-driven. Applicants with limited amyotrophic lateral sclerosis (ALS) experience are strongly encouraged to include collaborators with substantial experience in the relevant ALS model systems, endpoints and pathophysiology. Applications supported by this award must begin with lead compounds in hand and must already demonstrate proof-of-concept efficacy data in at least one appropriate preclinical model system of ALS, including whole-animal and cellular model systems. Distinctive Features: Mechanism-specific, predictive/cohort-selective, target engagement and pharmacodynamic biomarker development, in parallel to the main therapeutic effort, is a critical component of the FY26 ALSRP Therapeutic Development Award. If appropriate mechanism-specific biomarkers are already available or currently in development, how the existing biomarkers will improve trial design, patient selection, and efficiency or interpretation of the proposed ALS therapeutic approach must be apparent in the application. Development of biomarkers for the purposes of diagnosis, prognosis, or measurement of general disease progression without consideration of the therapeutic development process will not be supported. Therapeutic candidates which have already been granted an IND are not appropriate for this mechanism.

Middle East Regional Cooperation (MERC)

The Middle East Regional Cooperation (MERC) Program supports joint scientific research and innovation partnerships between the United States, Israel, and countries across the Middle East and North Africa (MENA). The program funds applied research projects that address shared regional challenges while advancing U.S. economic, technological, and strategic interests. MERC is designed to bring together researchers, technical experts, and institutions to work on projects that go beyond basic research and demonstrate clear potential for application, commercialization, and broader adoption. MERC prioritizes efforts that strengthen U.S. technological leadership, expand opportunities for U.S. businesses, promote the use of U.S. technologies, and build long-term partnerships in the region. The program places strong emphasis on collaboration. All projects must include organizations from Israel and at least one eligible MENA country or territory. MERC welcomes U.S. participation, particularly when it adds technical expertise, supports market expansion for U.S. companies, or helps connect research to markets. The purpose of CaRe-T1D is to support innovative, discovery and mechanistic research through the study of human cardiovascular (CV) tissue.
