The Tire-Derived Aggregate (TDA) Grant Program (Program) provides assistance to local governments to solve a variety of engineering challenges, using tire derived aggregate from shredded tires as an alternative to conventional lightweight aggregates in civil engineering projects and assists in diverting waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products.

The Department seeks to realize this bold ambition through the Quantum Genesis Q Competition (herein, the Q Competition), a first of its kind effort to accelerate the timeline for realizing this novel, transformative capability. The Quantum Genesis initiative will serve as a foundational pillar of the broader Genesis Mission, designed to usher in a new era of computational power for the nation and accelerate scientific discovery and innovation. The announcement of the Quantum Genesis initiative marks a significant step toward the Department’s goals outlined in President Trump’s Executive Order (EO), Ushering in the Next Frontier of Quantum Innovation and its Quantum Computer for Application Development and Discovery Science (QC-ADDS) effort.[1]
This request for applications (RFA) invites proposals from domestic commercial entities have a technically viable plan for the Quantum Genesis program and achieving the milestones of the Q Competition. The intent of the Q Competition is to accelerate the development timeline for SRQCs, align successful applicants with the needs of the Department and the scientific community, and to enable the necessary scaling of quantum hardware, software, and enabling technology while developing scientific workflows that ensure SRQCs contribute to national scientific and technological advancement. In addition to the goal of building the first-generation SRQC, these partners may also help to form the technical foundation for DOE’s continued efforts into the 2030s to deploy one or more next-generation SRQCs at National Laboratories.
DOE envisions this competition as a first step toward scaling fault-tolerant quantum computers to scientific relevance alongside other ongoing and planned activities. DOE acknowledges that potential vendors may have timelines that do not coincide with this competition, even though they may have a viable path to future platforms of interest to the DOE. APHIS is providing at least $10 million in funding for the Plant Protection Act (PPA) National Clean Plant Network (NCPN) program under Section 420 of the PPA (7 USC § 7721). The purpose of the NCPN program is to establish a network of Clean Plant Centers for diagnostic and pathogen elimination services to produce clean propagative plant material and to maintain blocks of pathogen-tested plant material in sites located throughout the United States. Program Goals: The National Clean Plant Network (NCPN) was established under The Food, Conservation and Energy Act of 2008 (Farm Bill) Title X, Sec 10202. Its purpose is to support a network of clean plant centers in the United States for specialty crops to provide reliable sources of propagative material that are free of targeted propagative-borne pathogens. Network clean plant centers conduct diagnostic and pathogen elimination services and establish foundation blocks (nuclear stock) to provide pathogen-tested plant materials to nurseries, growers, and to state certification programs.
Expected Outcomes: Projects funded under this announcement are expected to support programs that provide propagative plant material free of targeted plant pathogens to protect the environment and ensure the global competitiveness of U.S. specialty crop producers.
Funding Priorities: APHIS will consider project proposals that clearly and directly support the strategic goals and objectives of the National Clean Plant Network. Program priorities align with the goals specified in the NCPN Strategic Plan and include: 1) Optimizing the production, maintenance, and distribution of clean plants, 2) Advancing special initiatives by optimizing the adaptation and implementation of novel technologies and new ideas while increasing the awareness of the importance, availability, and use of clean plants, and 3) Optimizing network resources. Projects that support one of the current crop groups in NCPN and show coordination with the appropriate NCPN specialty crop governing body are prioritized for funding. Existing Federal or State facilities with demonstrated capacity to provide clean plant material are also prioritized for funding.
