The purpose of this Notice of Funding Opportunity (NOFO) is to seek applications for a Community Engagement Evaluation and Data coordination hub (CEED) for the Community-Based Participatory Research (CBPR) consortium: Advancing Data and Practice Transformation (ADAPT) for Optimizing Oral Health for All. In addition to CEED, the ADAPT consortium will include separately funded CBPR projects, which will receive consultative services from the NIH Community Engagement Alliance Consultative Resource (CEACR) and join in the Science Collaborative for Health and Artificial Intelligence Reduction of Errors (SCHARE) platform for the overarching goal of promoting data use and transformational community engagement to optimize oral health for all people. Plant Protection Act Section 7721 Fiscal Year 2027 National Clean Plant Network (NCPN)

Animal and Plant Health Inspection Service

The U.S. Department of Agriculture, Animal and Plant Health Inspection Service announce this funding opportunity to carry out the Plant Protection Act Section 7721 (PPA 7721) National Clean Plant Network (NCPN) program. APHIS will consider project proposals that clearly and directly support the strategic goals and objectives of the National Clean Plant Network as described in the NCPN Strategic Plan. The purpose of the NCPN program is to establish a network of Clean Plant Centers for diagnostic and pathogen elimination services to produce clean propagative plant material and to maintain blocks of pathogen-tested plant material in sites located throughout the United States. The NCPN provides propagative plant material free of targeted plant pathogens to protect the environment and ensure the global competitiveness of U.S. specialty crop producers. Program priorities align with the goals specified in the NCPN Strategic Plan and include: 1) Optimizing the production, maintenance, and distribution of clean plants, 2) Advancing special initiatives by optimizing the adaptation and implementation of novel technologies and new ideas while increasing the awareness of the importance, availability, and use of clean plants, and 3) Optimizing network resources. Applicants should refer to the NCPN Request for Proposals on the USDA APHIS NCPN website for additional details. APHIS is providing at least $10 million in funding for the Plant Protection Act (PPA) National Clean Plant Network (NCPN) program under Section 420 of the PPA (7 USC § 7721). The purpose of the NCPN program is to establish a network of Clean Plant Centers for diagnostic and pathogen elimination services to produce clean propagative plant material and to maintain blocks of pathogen-tested plant material in sites located throughout the United States. Program Goals: The National Clean Plant Network (NCPN) was established under The Food, Conservation and Energy Act of 2008 (Farm Bill) Title X, Sec 10202. Its purpose is to support a network of clean plant centers in the United States for specialty crops to provide reliable sources of propagative material that are free of targeted propagative-borne pathogens. Network clean plant centers conduct diagnostic and pathogen elimination services and establish foundation blocks (nuclear stock) to provide pathogen-tested plant materials to nurseries, growers, and to state certification programs. Expected Outcomes: Projects funded under this announcement are expected to support programs that provide propagative plant material free of targeted plant pathogens to protect the environment and ensure the global competitiveness of U.S. specialty crop producers. Funding Priorities: APHIS will consider project proposals that clearly and directly support the strategic goals and objectives of the National Clean Plant Network. Long-term health outcomes of people living with spina bifida

The purpose of component A (8-11 awardees) of this NOFO is to collect high-quality longitudinal data on children and adults with spina bifida (SB) who receive care in specialized spina bifida clinics participating in the National Spina Bifida Patient Registry (NSBPR). The purpose of component B (6-8 awardees) is to implement and evaluate the Urologic Management to Preserve Initial Renal Function Protocol for Young Children with Spina Bifida (UMPIRE) iterative protocol which aims to improve the management of the urinary and kidney systems in infants and young children with myelomeningocele. Building on existing longitudinal data collection, recipients will continue to collect data on patients with SB to better understand health outcomes after interventions and treatments, analyze the data and share findings to identify opportunities for improvement of care. An additional objective for Component B is to finalize the UMPIRE protocol for children 0-10 years old with myelomeningocele. Assisting Specialty Crop Exports: Low Oxygen Storage and Packaging Systems for U.S. Tree Nuts with Phytosanitary Traceability

The occurrence of insects as well as pesticide residuals can be significant barriers for U.S. horticultural exports. Each importing country can have unique phytosanitary and maximum residue limit (MRL) requirements, which creates operational and logistical challenges. To maximize return to growers, U.S. shippers need tools that can universally address all such requirements while maintaining product quality. Currently, tree nuts and many other durable specialty crops require fumigations or freezing, which are both expensive and create bottlenecks in marketing. More and more tree nut handlers are using a modified atmosphere (MA) or controlled atmosphere (CA) technology in which low-oxygen conditions (<1% by volume) are maintained during storage and/or in packaging. Low-oxygen conditions are known to control insect pests, leave no chemical residuals, and result in high quality products since the lipid oxidation that causes rancidity is markedly suppressed. While this approach is being used as a condition of sale, there is currently no efficient way for shippers to validate the low-oxygen conditions for customers, let alone importers with phytosanitary requirements for insect control. Technically and economically viable, verifiable, and preferably traceable technologies are critically needed before low-oxygen storage and packaging approaches can be used for export to most countries. Currently, the existing low-oxygen technologies do not incorporate digital mapping or official record-keeping during the packing or storage process, so there is no non-invasive manner to verify the oxygen content over time within the gas-impermeable liners and/or confirm seal integrity. This limits the ability to verify that a low-oxygen environment has been maintained at a specific oxygen level over a certain period of time, which would be necessary to ensure the conditions were met to act as a phytosanitary treatment. Counties such as India, Korea, and Japan require phytosanitary treatments, such as fumigation, for post-harvest pest management before many types of U.S. tree nuts can be imported into the countries. Additionally, buyers in other markets also request pest management treatments as a condition of sale in commercial transactions.

The Highlands Conservation Act Program (HCA) is administered by the US Fish and Wildlife Service (Service) to assist Connecticut, New Jersey, New York, and Pennsylvania in the protection of land and natural resources in the Highlands Region. HCA grants support land conservation projects in which a State, County, or Municipal entity acquires land or an interest in land from a willing seller to conserve resources of high conservation value.Governors of the four Highlands States may submit proposals for up to 50% of the total cost of land conservation projects in the Highlands Region.Funding appropriated under the HCA is typically divided into two separate categories – Base and Competitive. Eligible applicants may submit requests for the Base Funding Round in response to this Notice of Funding Opportunity. A separate Notice of Funding Opportunity will be posted for Competitive Funds.
